Dr. Ashok Gagan: A Man with the Golden Heart and a Legacy of Ground-Level Service.
Dr. Ashok Gagan is an educationist and political leader who has built a wide network of educational institutions and carried out extensive public engagement across Bihar. A resident of Amahara Village in Patna district, he currently serves as a Coordinator of the All India Congress Committee (AICC) and is a former Spokesperson of the Bihar Pradesh Congress Committee (BPCC). Alongside his political responsibilities, he heads a chain of colleges across India, including Dr. Ashok Gagan College and Chanakya Group of College in Patna & Countrywide.
Dr. Gagan has been active in the field of education for many years. His institutions offer various higher-education and technical programs and have expanded to serve students from several states. A notable feature of his educational work is the provision of free education to nearly 700 students annually. These students come from economically weaker backgrounds and are supported with full tuition waivers in his institutions. He previously contested the Assembly election from the Maner Constituency in Bihar. As an AICC Coordinator, he continues to participate in national-level party activities, while his earlier role as BPCC Spokesperson involved representing party positions on various issues in the state.
During the 2024–25 political cycle, Dr. Gagan carried out an extensive ground-level campaign in the Bikram Assembly Constituency. His outreach program in the area was one of the largest conducted by a Congress leader in the region this year. As part of this campaign, he visited approximately 52,000 households through door-to-door contact. The objective of the visits was to gather direct feedback from citizens, understand constituency-level problems, and document the status of local infrastructure and government services.
Alongside the door-to-door campaign, Dr. Gagan conducted 402 Jan Chaupals across different villages and hamlets in the constituency. These Jan Chaupals served as open meetings where residents could raise their concerns, present local grievances, and seek administrative intervention. Issues commonly discussed during these meetings included drinking water supply, electricity connections, ration distribution, pension delays, school infrastructure, and local road conditions. Many of these matters were escalated to relevant departments for follow-up, and several were resolved through direct coordination with block- and district-level officials.
One of the major focuses of his ground outreach was addressing gaps in basic amenities. His team documented cases related to hand pump repairs, water pipeline blockages, transformer failures, irregular power supply, and pending applications for new electricity connections. In many instances, temporary solutions were provided immediately through coordination with local authorities, while longer-term issues were forwarded for government action.
During the same campaign period, Dr. Gagan also facilitated access to government welfare schemes for several households. This included support related to old-age pensions, widow pensions, ration card corrections, and school admissions. His team organized on-the-spot documentation camps where villagers could submit applications or update records required for government benefits. Many unresolved cases were compiled and forwarded to the appropriate offices to expedite processing.
Along with political outreach, his educational initiatives continued throughout the year. The enrollment of 2,600 students into free ITI programs marked one of the largest skill-development efforts conducted by his institutions. These training programs are aimed at increasing employment opportunities for students from low-income families. Several of these students have already been placed in apprenticeship and industry-linked programs, according to internal records. Dr. Gagan has stated that expanding technical education remains one of his long-term goals.
His colleges—including Dr. Ashok Gagan College and Chanakya College—continue to offer a range of undergraduate and vocational courses. They have also introduced career-counselling cells, scholarship drives, and placement support programs.
